Three Michigan Districts Now Under Federal Scrutiny
The U.S. Department of Education’s Office for Civil Rights formally opened Title IX investigations into Ann Arbor Public Schools, Monroe Public Schools, and the Chippewa Valley School District on June 18, 2026. The federal agency says all three districts allowed students to join sports teams and use locker rooms based on gender identity rather than biological sex. Title IX is the federal law that bans sex discrimination in schools that receive federal money.
Assistant Secretary for Civil Rights Kimberly Richey did not mince words. “The convoluted practice of allowing students to participate on sex-segregated athletic teams and make use of locker rooms based on ‘gender identity’ is not only known to be unsafe for students, but is a direct violation of federal law,” she said. The Department says it is enforcing Title IX the way Congress wrote it — to protect students based on biological sex, not gender identity.
What Each District Is Accused Of
The most specific allegation involves Ann Arbor Public Schools. The Department says the district allowed a student born male to compete on the girls’ volleyball team and use the female locker room. Monroe Public Schools faces a similar charge — that female athletes were made to compete against a male student and share locker room space with him. Chippewa Valley’s situation is slightly different; the allegation there involves a female student being allowed to use a male-only locker room. All three cases are still under investigation. No final violations have been found yet.
It is worth noting that these are still allegations at this stage. The Office for Civil Rights opened the cases and will gather evidence before issuing any findings. The districts have not been found guilty of anything. Chippewa Valley has said a prior independent review found earlier Title IX claims against it to be unsubstantiated, though that report has not been made public.
Part of a Much Bigger Federal Push
The Michigan investigations are not a one-off. The Trump administration has been running a nationwide enforcement campaign all through 2026. In April 2025, the Department of Education and the Department of Justice created a joint Title IX Special Investigations Team to speed up these cases. By June 2026, the feds had also opened probes in North Carolina, sent enforcement warnings to districts in Kansas, and launched 18 separate Title IX investigations into school systems from New York City to Hawaii.

Earlier this year, the Department of Education found that San José State University violated Title IX by letting a male-born athlete compete on the women’s team and access the women’s locker room. That finding set a clear precedent for how the administration plans to handle similar cases going forward. Schools that refuse to comply risk losing federal funding — a serious threat for any public school district.
What This Means for Girls in Michigan
For parents and female athletes in these districts, the federal action signals that someone in Washington is finally listening. For years, many families felt their concerns about fairness and privacy were ignored or dismissed as bigotry. The Trump administration’s position is straightforward: Title IX was written to protect girls, and allowing biological males into girls’ sports and locker rooms does the opposite. Federal law should mean something, and these investigations are meant to back that up with real consequences.
The investigations are ongoing, and the full facts for each district are still being gathered. But the federal government has made its legal theory clear. Schools that use gender identity — rather than biological sex — to decide who plays on girls’ teams or enters girls’ locker rooms are, in the administration’s view, breaking the law. Michigan families watching these cases will want to see whether the districts change course or fight back.
